A Fair Line is Willie saying the betting line looks about right: his own numbers don't see a real edge on either side. He still says who he thinks wins.
Most games end up as Fair Lines. The betting market is sharp, and Willie won't invent a lean to look busy.
A Fair Line still gets a receipt and is still graded, so it's part of the record too.
